A quick first pass: 2025 annual supplies at or below S$4 million points to the S$1,000 band. Above S$4 million with your own ERP points to the S$5,000 route. A larger enterprise with a custom ERP and at least 200 suppliers or business customers should also examine Queen Bee. If basic capabilities are enough, compare the current free-of-charge packages. This is a screening aid, not an eligibility decision.

SME transition support

GST InvoiceNow Transition Grant (S$1,000)

Eligibility

The published route is for a GST-registered business in Singapore whose total annual supplies are S$4 million or less, measured across all prescribed accounting periods ending in calendar year 2025. The grant runs from 1 July 2026 to 31 March 2030, or until fully claimed, whichever comes first.

The three rules that trip people up

  • The applicant must not have used an IRSP solution in the three months before onboarding the new IRSP solution or connecting its own solution.
  • The accredited IRSP subscription must be paid for at least 12 months, or the ERP must be integrated to an accredited AP, after 26 February 2026.
  • “Annual supplies” means the supplies in all prescribed accounting periods ending in calendar year 2025—not any convenient rolling 12-month figure.

How to claim

The business must activate GST InvoiceNow before its mandate deadline, submit data to IRAS, and then use IMDA’s current claim process. IMDA says payment is made through PayNow Corporate. Read the live terms and use the official form linked from the IMDA grants page; FinWaypoint does not file or manage the claim.

Larger-business transition support

GST InvoiceNow Transition Grant (S$5,000)

This band is for a GST-registered business with total annual supplies above S$4 million in the prescribed periods ending in 2025, its own ERP, and an integration through an IMDA-accredited Access Point. The project must start after 26 February 2026, finish within 12 months, activate GST InvoiceNow and submit data to IRAS by 31 March 2028.

An Expression of Interest is available for IMDA follow-up, but the official FAQ says it is not a prerequisite for the S$5,000 claim route. After meeting the criteria, submit the required information and evidence through the current claim process. The window is 1 July 2026 to 31 March 2028, or until fully claimed. This closes two years before the S$1,000 transition grant. IMDA also says an eligible business may apply for the Queen Bee Grant on top of this S$5,000 grant.

Network adoption support

Queen Bee Grant (S$25,000)

The InvoiceNow Queen Bee Grant targets a business incorporated for more than one year, with annual turnover above S$4 million, a custom ERP, and at least 200 suppliers or 200 business customers. It must connect through an accredited AP. Recipients of the earlier LEAD Connect or LEAF Chain Leader grants are excluded under the current criteria.

Integration work starts from 1 July 2026 and must finish by 31 March 2030. The business must then receive InvoiceNow invoices from at least 20 suppliers or send them to at least 40 customers by 31 March 2031. The current process begins with an Expression of Interest, after which IMDA advises the next steps.

Basic-capability route

The free route: InvoiceNow-Ready solution package

IMDA and IRAS say free-of-charge packages are available for GST-registered businesses through 31 March 2031. The current provider list covers free use through 31 March 2027; the agencies say that list will be updated for the period from 1 April 2027 to 31 March 2031. Treat 2027 as a provider list transition, not the end of the overall support route.

These packages provide basic e-invoicing capabilities. Compare feature, workflow, support and data requirements before assuming a free route is sufficient for a multi-entity, high-volume or custom-ERP implementation.

Naming trap

Why two grants share one name

Both S$1,000 and S$5,000 programmes are officially called the GST InvoiceNow Transition Grant. The amount alone does not describe the route: the S$1,000 band uses annual supplies at or below S$4 million and can include an IRSP subscription, while the S$5,000 band is above S$4 million and requires an own-ERP integration through an accredited AP. Their closing dates also differ: 2030 versus 2028.

Process and dates

How claiming works

  1. 1

26 Feb 2026: subscription or implementation start boundary used by the transition-grant criteria.

  2. 2

1 Jul 2026: the three cash-grant windows open; Queen Bee integration work begins from this date.

  3. 3

31 Mar 2027: the current free-package provider list period ends; a successor list is expected for 2027–2031.

  4. 4

31 Mar 2028: the S$5,000 project, activation and data-submission deadline.

  5. 5

31 Mar 2030: the S$1,000 and Queen Bee grant windows close unless funds are fully claimed earlier.

  6. 6

31 Mar 2031: planned free-package support ends and Queen Bee transaction targets fall due.

First identify the band, then select an accredited IRSP or AP. The S$1,000 route proceeds to the official claim form after activation; the S$5,000 route may use an EOI for follow-up but does not require one as a prerequisite, while the Queen Bee route begins with an EOI. In every case, the business must meet its applicable mandate and data-submission conditions. Check your GST InvoiceNow implementation date before scheduling the work.

Common questions

InvoiceNow grant FAQ

Which InvoiceNow grant am I eligible for?

Start with the official 2025 annual-supplies measure. A GST-registered business at or below S$4 million may fit the S$1,000 grant. Above S$4 million with its own ERP may fit the S$5,000 grant. A qualifying large enterprise with at least 200 suppliers or business customers and a custom ERP may also examine the S$25,000 Queen Bee Grant.

Can I claim both InvoiceNow grants?

The S$1,000 and S$5,000 transition grants use opposite 2025 annual-supplies bands, so a business would not normally fit both bands. IMDA and IRAS state that an eligible larger business may qualify for both the S$5,000 Transition Grant and the S$25,000 Queen Bee Grant. Each programme still has separate conditions and deadlines.

Is the Peppol grant the same thing?

There is no single current programme on the official page called the “Peppol grant.” The support packages concern adopting InvoiceNow, which uses the Peppol framework. The three cash amounts are S$1,000, S$5,000 and S$25,000, while a separate free-of-charge route provides basic InvoiceNow capabilities through participating solution providers.

Do I need my own ERP?

Not for every route. The S$1,000 grant can support a minimum 12-month subscription to an accredited InvoiceNow-Ready Solution or an ERP-to-Access-Point integration. The S$5,000 grant requires the business to have its own ERP and connect it through an accredited Access Point. The S$25,000 Queen Bee Grant requires a custom ERP.

What if I already used a free InvoiceNow-Ready solution?

Existing use can affect the S$1,000 grant. IMDA says an applicant must not have used any InvoiceNow-Ready Solution Provider solution during the three months before onboarding the new solution or connecting its own solution. Do not assume a switch resets eligibility; check the current terms on the official IMDA page before acting.

Does the grant cover the whole implementation cost?

No complete-cost promise is made. The official grants are fixed cash amounts intended to defray adoption or connection costs: S$1,000, S$5,000 or S$25,000. Actual subscription, integration, testing and change-management costs can be higher or lower. The free-of-charge package is a separate route with basic capabilities and a provider list that changes over time.

What FinWaypoint does—and does not do

FinWaypoint helps teams understand which published support route may be relevant and how it connects to implementation readiness. We do not apply for grants on a customer’s behalf, guarantee approval, or assist with filing a claim. IMDA alone administers eligibility, applications, claim status and appeals; use its current forms and terms for any official step.
